Rule and Donahue bring extensive experience advising communications and technology companies on federal and state regulatory frameworks, including matters involving the Federal Communications Commission (FCC), state public utility commissions, and evolving policy and compliance requirements. Their practices span regulatory counseling, enforcement and dispute resolution, and strategic transactions critical to infrastructure and technology businesses.

Donahue brings three decades of experience advising clients ranging from startups to Fortune 500 enterprises, with a background that spans both in-house and outside counsel roles. His practice includes telecommunications regulation, data privacy and security, and a wide range of commercial and strategic transactions, including M&A, financings, and infrastructure agreements.
